Biorepack Consortium profile
Biorepack is the Italian national consortium for the recycling of compostable bioplastic packaging, a sector it represents within the CONAI system.
It is responsible for the end-of-life management of EN 13432-certified compostable bioplastic packaging (and other similar components) provided through the separate collection and recycling of the organic fraction of municipal solid waste (OFMSW). It focuses on the industrial recycling of bioplastic packaging by the companies within the consortium.
Established on 26 November 2018 pursuant to Article 223 of Legislative Decree 152/2006, the consortium is the first EPR (Extended Producer Responsibility) scheme in Europe in the compostable bioplastic packaging sector. Its field of activity – the household food waste collection and management of the industrial recycling of this waste – is also an entirely new development within the CONAI system.
It has legal personality under private law and is non-profit, operating throughout Italy in accordance with the principles of the circular economy and the bioeconomy, incorporating those companies that produce bioplastics.
Biorepack and ANCI – the National Association of Italian Municipalities – have signed an agreement through which specific partnership agreements are drawn up with local authorities or their delegated operators, which undertake to collect, transport and send for industrial recycling all compostable bioplastic packaging waste disposed of by citizens together with municipal food waste.
Based on the amount of compostable bioplastic packaging waste that individual partners send to treatment plants (organic recycling) as well as the quality of municipal food waste, Biorepack makes financial payments to cover the costs of separate collection, transport and organic recycling of the recyclable packaging.
As the national consortium for the recycling of bioplastics, Biorepack is required to ensure balanced financial management. To this end, the financial resources it requires to operate include the Environmental Contribution, i.e. funds provided by CONAI.
The Biorepack recycling consortium operates under the supervision of the Ministry of the Environment and Energy Security and the Ministry of Enterprises and Made in Italy, to which it must periodically report on its activities and results as well as on its future plans.
The Biorepack statute was approved by a Decree of the Minister of the Environment and Land and Sea Protection of 16 October 2020 together with the Minister of Economic Development, and was published in the Official Gazette – General Series no. 284 – on 14 November 2020.

The Consortium
We contribute to recycling results for compostable bioplastic packaging and the organic fraction of municipal solid waste, making use of compost, an organic resource of strategic importance for maintaining the health of our soils and strengthening Italy’s leadership in the circular bioeconomy sector.
In this way, we defend natural capital for the benefit of citizens, companies operating in the sector and throughout Italy, with a constant focus on achieving the common good.
Biorepack Consortium objectives
Over time, Biorepack aims to achieve certain minimum recycling targets by weight, expressed as a proportion of the total amount of biodegradable and compostable plastic packaging placed on the market:

Biorepack’s mission
Promote the development of separate collection of biodegradable and compostable plastic packaging waste and similar waste fractions together with OFMSW;
Manage compostable bioplastic packaging waste and similar fractions for recycling in composting/digestion plants;
Monitor production and consumption of biodegradable and compostable plastic packaging and similar fractions;
Analyse the composition of organic waste in order to determine the performance of interception and recycling systems for biodegradable and compostable plastic packaging waste and similar fractions;
Implement information campaigns for citizens and training campaigns for waste collectors on correct recycling methods;
Combat illegal practices, particularly the marketing of products that do not meet the technical and environmental characteristics required by law and the evasion and avoidance of environmental contributions.
